I was finally able to solve the mystery of why files wouldn't download. It turns out, there was a problem with my version of Apache (2.0.52) and OS X (tiger). I had to recompile and install a newer version to fix. Everything is working great now. Hooray! I was finally able to solve the mystery of why files wouldn’t download.
